Defendant: Christopher Lynch (DOB: 09/28/1986)

Dec. 24, 2019 -- Westchester County District Attorney Anthony A. Scarpino, Jr. announced that Christopher Lynch of Cortlandt Manor is charged with promoting child pornography via his computer. He was arrested Dec. 20, 2019, by the District Attorney’s Office Criminal Investigators.

Lynch was arraigned in the Town of Cortlandt Justice Court Friday (12/20) on charges of Promoting an Obscene Sexual Performance by a Child, a class D felony, and Possessing an Obscene Sexual Performance by a Child, a class E felony. He has been released on his own recognizance.

Background
Child pornography investigations often start with a report from the National Center for Missing and Exploited Children [NCMEC], which is sent to the New York State Internet Crimes Against Children (ICAC), manned by the New York State Police. The information relating to Chris Lynch was forwarded from them to the Westchester District Attorney’s Office Cybercrime Bureau, which launched an investigation.

On Dec. 20, 2019, DA’s Investigators and NYS Police executed a search warrant at Lynch’s residence in Cortlandt Manor and reviewed the contents of a computer belonging to him. The felony complaint alleges at least one image was sent through a Google server.

Lynch is expected back in Town of Cortlandt Justice Court Dec. 30, 2019.

Assistant District Attorney Michael Delohery, Chief of the Investigations Division Cybercrime Bureau, is prosecuting the case.
