Defendant:  Jorge Delmoral (DOB 12/18/85)

June 15, 2018 -- Westchester County District Attorney Anthony A. Scarpino, Jr. announced that Jorge Delmoral of Yonkers, a convicted sex offender, was arrested and arraigned Thursday on a series of charges including Possessing an Obscene Sexual Performance by a Child, Failure to Register and Verify, and Offering a False Instrument for Filing. 

Here are the specific charges:

  • Two counts of Failure to Register and to Verify, an E felony
  • Five counts of Offering a False Instrument for Filing in the First Degree, an E felony
  • One count of Possessing an Obscene Sexual Performance by a Child, an E felony

Prosecutors allege that the defendant, a Level Three Sex Offender, failed to register his email accounts with the State of New York, as required by the Sex Offender Registry Act (SORA). Specifically, upon his release to parole, Delmoral failed to register an older email account with the State of New York and created another email account but did not register it either. Prosecutors further allege that, during the course of this investigation, which included a series of search warrants, they located child pornography in Delmoral’s computer and digital devices. The charge of Possessing an Obscene Sexual Performance by a Child concerns a video file on one of Delmoral’s computer devices showing young girls engaged in a sexual act.

Delmoral’s sex offender status resulted from guilty pleas he took in Westchester Supreme Court Oct. 7, 2014, to Promoting an Obscene Sexual Performance by a Child, a D felony, and to one count of Use of a Child in a Sexual Performance, a C felony. In those cases, Delmoral possessed child pornography and also posed online as an underage female and engaged in sexually explicit conversations with minors. He was sentenced to one to three years in state prison. He was certified as a Level Three Sex Offender in March 2016. At that time, Delmoral was released from state prison and received by the New York State Division of Parole. The defendant completed his parole a year later in March 2017.

At this time, Delmoral has been remanded and is scheduled to appear in Yonkers City Court June 28, 2018. The investigation continues into his actions.

The ongoing investigation has been a collaboration between the Yonkers Police Department Sex Offender Registry Unit and the Westchester County District Attorney Investigations Division High Technology Crimes Bureau. Assistant District Attorney Laura A. Forbes, of the High Technology Crimes Bureau, is prosecuting the case.
