July 22, 2013 --Westchester County District Attorney Janet DiFiore announced that Douglas Allen (DOB 01/05/44) of 15 Janet Drive, Poughkeepsie, New York was convicted today after a jury trial of:

  • one count of Promoting Prostitution in the Third Degree, a class "D" Felony.

Over a three-and-one-half month period, from Aug. 21 to Dec. 3, 2010, the defendant was in contact with an undercover investigator from the District Attorney's office.

Based on a continuing practice of monitoring Internet traffic, the investigator encountered a website www.baotours.com.

The site, which continues to operate, is owned and operated by the defendant as Big Apple Oriental Tours.

The undercover investigator sent an online form request incorporated in the site offering tours to Southeast Asia, principally The Philippines and Thailand.

The undercover engaged the defendant in a series of e-mail communications indicating that he wanted to use the services of Big Apple Oriental Tours to go overseas to have sex for money.

In October and November 2010, the undercover met with the defendant a number of times in order to make payments for the trip; totaling $2,500.00.

The defendant detailed the "tour" operation and outlined the itinerary including air transportation from New York City to Hong Kong and on to Manila, Philippines.

The trip would continue with a guide/escort to Angeles City, an area approximately three hours north of Manila, known for strip clubs and go-go bars where the guide would help him meet "eligible" women.

The defendant told the undercover investigator that he must negotiate with the "girls" about what sexual acts they will perform prior to leaving any of the bars and then pay the "mamasan."

The defendant suggested that if the undercover finds a "girl" that he likes, he should keep her for the remainder of his stay in the Philippines. He stated that the "girls" will stay with him all day as long as the fee at the bar is paid.

On Dec. 3, 2010, the defendant was arrested by investigators from the Westchester County District Attorney's office and with the assistance of the New York State Police a search warrant was executed at the defendant's residence.

The defendant's bail was continued.

Sentencing is scheduled for Oct. 15, 2013.

The defendant faces a maximum of two and one third to seven years in state prison.
