Eilleen Songer McCarthy, First Deputy District Attorney

Eileen Songer McCarthy was appointed by District Attorney Anthony A. Scarpino, Jr. in January of 2017 to oversee the budget, personnel, grant administration and technology initiatives.

Prior to joining the District Attorney’s Office, Ms. McCarthy served as the chief advisor to the Westchester County Clerk for ten years. As Assistant to the County Clerk, she managed capital projects, technology initiatives and programs ranging from the electronic recording of land records including deeds and mortgages, to the implementation of financial reporting standards throughout the organization. Before entering county government, she served in city government as the Senior Advisor for Policy Development to the New Rochelle Mayor.

Ms. McCarthy’s governmental service followed over ten years as an attorney with a practice focused on trust and estate administration and litigation as well as Article 81 Guardianship proceedings.  Her practice also included representation of clients in real estate transactions and estate planning matters.

Ms. McCarthy has been a lecturer in over fifty Continuing Legal Education programs including Exploring Probate Issues in New York, the Office of Court Administration Approved Training for Lawyers Appointed as Guardians, Court Evaluators and Attorneys for an Alleged Incapacitated Person and the New York State Courts E-Filing System:  Cases Filed in Supreme Court, Westchester County.

Ms. McCarthy earned a B.A. from the College of New Rochelle and a J.D. from Columbia School of Law.
