Mr. Noto previously served as Mayor of the Village of Mamaroneck from 1985 to 1993. Among his accomplishments as Mayor were the creation of a master plan that included dozens of recommendations to control development, maintain residential areas and create affordable housing.

From 1993 to 2001, Mr. Noto served on the Westchester County Board of Legislators representing District 6, which included Port Chester, Harrison, Rye Brook and part of Mamaroneck. During his tenure on the County Board, he served at different times as Majority Leader and Minority Leader. He Co-Chaired the Legislature’s Committee on Rules, and served as Chairman of the Environment Committee where he concentrated on vigilantly monitoring the County Airport, preserving the integrity of the Long Island Sound and creating a consolidated County sewer district. Mr. Noto was also responsible for shepherding through the County’s clean indoor air law.

Mr. Noto earned a JD from Western New England College School of Law in 1980 and a Bachelor of Arts from Washington College in 1977. He also received a Master of Arts in History from Iona College, where he graduated with honors in 2011.
